Member News — New Jersey Innovation Institute Appoints Frank Leibowitz Director, Regional Operations and Partnerships

The New Jersey Innovation Institute (NJII), an NJIT Corporation, announces the appointment of Frank Leibowitz as director, regional operations and partnerships. He will lead NJII’s efforts in the economic development of southern New Jersey to include the continued growth and development of the National Aviation Research and Technology Park (NARTP) and across the larger defense and homeland security market.
Leibowitz brings a 16-year career focused in the defense and homeland security arena with experience working in the public, private, and government sectors. His technical background encompasses broad ranging experience in research and development, product marketing, and project management. Leibowitz began his career at M.I.T. Lincoln Laboratory, a federally-funded research and development center, where he investigated novel methods for the detection of chemical weapons and explosives.
At GE Security, Leibowitz was involved in the development of explosives trace detection systems. He later moved into a product management position where he had profit and loss responsibility for its chem/bio identification product portfolio. Since 2010, he served at the Transportation Security Laboratory, located at the WJ Hughes Technical Center, both as a contractor and federal employee.
Leibowitz was Senior Project Manager at SRA International, Inc. In this role he managed the overall program performance of SRA’s test and evaluation services contract. In 2014, he accepted a federal position with the U.S. Department of Homeland Security where he was a technical lead responsible for managing certification test and evaluation programs supporting TSA’s acquisition of checkpoint and checked baggage aviation security systems.
In making the announcement, Ian Trammell, NJII’s executive director of economic and cluster development said, “We are delighted to have Frank join our NJII team as we expand our efforts in southern New Jersey. His extensive experience in bringing government, public and private interests together to focus on issues of economic development, combined with his knowledge of defense and homeland security will bring strong leadership to NJII’s efforts in the region.”
Leibowitz holds an M.S. from Tufts University and B.S. from S.U.N.Y. Binghamton, both in chemistry. He and his family currently reside in Egg Harbor Township.
