Seeking best-in-class ideas and concepts to deliver enhanced amenities and services at one of PATH’s major transit facilities, the Port Authority announced today the issuance of a Request for Information (RFI) for the redevelopment of the Journal Square Transportation Center (JSTC), an 8.85-acre transportation hub in Jersey City, NJ.
The centrally located site – which was originally designed to meet the 1970’s era neighborhood and transportation network requirements – is an important transfer station for passengers. The transportation center provides access to all 13 PATH stations and serves seven different bus operators.
The RFI will seek input on redeveloping and reconfiguring the site to enhance the customer experience for commuters, create a mixed-use neighborhood destination, and invest in critical public transportation improvements. The Port Authority welcomes ideas and concepts from firms that specialize in designing, developing, and operating mixed-use projects with enhanced retail experiences. In keeping with the recently released PATH Improvement Plan, the Port Authority welcomes redevelopment concepts that increase vertical circulation access points to ease the flow of PATH passengers down to the platforms and to address potential future longer train lengths and increased passenger loads.
“The Journal Square Transportation Center is one of the busiest transit hubs in the country, and we look forward to seeing proposals for the site that advance the Port Authority’s goals of increasing train capacity, reducing delays and improving customer experience on PATH,” said Port Authority Chairman Kevin O’Toole. “As Jersey City continues to grow, the Port Authority is committed to bringing reliable service and a state-of-the-art transportation hub to riders who live, work or travel through Journal Square.”
“PATH’s century-old transit system needs significant upgrades, including many of its stations,” said Port Authority Executive Director Rick Cotton. “This RFI presents a unique public-private opportunity at PATH’s Journal Square station to enhance the customer experience for commuters, create a mixed-use neighborhood destination, and invest in critical public transportation improvements.”
Additionally, this initiative to upgrade Journal Square complements the agency’s commitment to expanding capacity, reducing delays, and enhancing the customer experience set out in the PATH Improvement Plan which takes a comprehensive and forward-thinking approach to addressing the system’s challenges and outlines deliverables for improved service. The plan includes three core elements: specific steps to increase capacity on the Newark-WTC line by 40 percent and all other lines by 20 percent by 2022; a six-point plan to reduce system delays; and a series of actions to improve customer experience including full integration with the MTA’s new tap-and-go fare payment system, OMNY.
The Port Authority continues to expand community outreach efforts, ensuring that ambitious projects such as the potential redevelopment of the Journal Square Transportation Center provide meaningful opportunities for local businesses, MWBE businesses and jobseekers alike.
